Compte rendu synthétique

Transition studies = historical background on LISIS, and there relations whith decline, pase, and destabilisation.

Transition = a target change goals (durability) and means (gouvernance).

Rooted in Sociotechnical systems in changes (STS, Evolutionary economics, sociotech systems, contructivism, and so on) is different and earlier thanTransitions (Geels and so on, multi level perspective).

Also  : articulation of Insitutions and practices : Barley and Tolbert 1997

A regime is very much absorptive (lock-in) vs. Sectorial innovation dynamics (at the niche or local level).

Climate change = capitalism cannot be processed by its capacity of absorbing. Also how change it ?

Geels and Schot 2007 : The regime creates windows opportunities in niche. But very early in the text, they explain that there is multi level interactions both bottom up and reverse (to conteract bottom up).

But lately, they are 4 dynamics pathway (Geels and Shot, 2010), including a reconfiguration pathway. But there are others which we should look for.

How do they deal with decline ?

Kholer et al, 2019 : MLP, TIS, SNM and TP are different concepts, somewhat incompatible.

Two angles in decline studies :

  • Civil society, culture and social movements in transitions
  • Business and industries in sustainability

Waat about destabilisation and phase out of scoio technical regime and the intentional governance of it ? Can we think of decline without the niche approach ?

Nicolas: The idea of intentionality of MLP should be questioned in niche. Strategic positionning within niche and regime. Competition between different strategy or coalition of actors to destabilize the regime.

Raphael : What about landscape ?

What is clear in the disctinction between civil society which provides niche as opposed to firms which frame policies?

Transition studies should draw on socio history.

B. Agrees with Marc that these papers signal the importance of this topic. Give clues about where we should go. In ten years of research on destabilisation, its mechanisms are not well understood. It have been proven that it is important for transitions.

A. Political sciences and sociology are paying attention to subjects pointed by Marc. The problem, these papers on constructive sociology, and evolutionary ... are not read within the transition community.

Do we have to choose one of the four « labelled » frameworks or do we require different ones ?

Allison. All this work is a theoretical positionning on bounded rationality (steering, choosing winners...).

Marc = emergence of neoliberalism in the Thatcher era. Then, it was exported n US and came back in Europe. This was the « third path answer » in EU policies. The critics of MLP is victory of neo shumpeterism i.e. back to innovation, not actors.

Anthropocene = shows the limits of MLP.

Bruno

The paper is highly criticable on the point that destabilisation does not allow us to question bounded rationality, empowerment, and bounded rationality.

Destabilisation, decline and phase out are emerging object of governance. « step out pesticides ».

Destabilisation is a research object in transitions studies, innovation studies, social movement theories, sociology (détachement, loss)... a coté of creation.

We can thing of Destabilisation at different levels and as fonction of degre of intentionality grassroots emergence to stratéfically motivated)

The paper is a bibliographical study of relevant papers on DD and P on decarbonization (the author’s research object)

Question from the title : deliberate decline ? What about emergent decline ?

This approch is very selective = they deliberately add some keywords to each one of the words. These keywords are different in nature. For example, Coal for phase out and authors name for destabilisation.

Phase out = substitution is one way of transitions. Sociotechnical dimension of Phase out vs System dimension for destabilisation.

Allisson : however, it is an interesting paper which bring a new topic (deliberative decline) on table. It is simple and easy to read.

Mathias = feels unconfortable about the fact that the author focus on DDP, without considering what is coming in place. A deconstructive side, but what for policies to support emergence of novel. What about deliberate creation ?

Nicolas : We should also consider the literature on digrowth / intentionality. For example, divestment and risk of economical crisis ?

Linda : Why not question destabilisation against sufficiency ? sabotage ? environmental terrorism ?

Ale = The authors had a clear idea of what they wanted to express on these three concepts. So they « manipulated » corpus. Therefore, network analysis is very discussable. But the article is interesting since they have strong knowledge of the field.

Work is missing on radical alternatives on digrowth. Systems theory go by physics metaphores instead of biology which is much closer to socio-technical systems (homeostasis, complexity = monoculture and extractivism ; post colonialism studies). We are not destabilizing a system, but destabilizing a monoculture.

Decline = death, destabilisation (shaking) and phase out (= intentionnality)

So are MLP adapted to destabilisation ?
